Hostile Mobs don't spawn in created dark mob farms?

I started to create a simple mob farm in the overworld. About 70 blocks above sea level. As you can see in the attached screenshots, it's pitch black in there. But no matter what, even at night, hostile Mobs won't spawn.

There is a big platform above this blocking out the light. If I remove lights from that or from the floor below the mob farm, zombies and creepers will spawn there. But never from this self created platforms. Not once.

The height in there is 3 blocks high.

If I remove the ceilings, they spawn fine, but only then and at night.

I think the main reason why these don't work is that no matter how far away you end up going from your base the mobs under don't despawn.

So you can have a 4x4 cave pocket somewhere that isn't been lighten up that probably holds the mob cap in it.

I have the same problem. My mob farm in my creative world worked well until I took away the always day and started to explore the area at night. Mobs don't despawn even during the day because they are out of render distance but are still counted in the mob cap for some reason.
