Passive mobs cannot jump up one block height while being led by food

I have searched for this issue, and cannot find it in the tracker. Mobs being led by held food (for example, leading a cow with wheat in hand) cannot jump up a single block height. When the mob changes from "following" to "wandering", they can jump up blocks with no issue. Leading a passive mob up a hill is an exercise in frustration.
