Platform built at sky limit causes rain to clip through all blocks below it

A platform built at sky limit (typically used to block sky access without having an ugly platform visibly hanging in the sky) causes rain to clip through all solid blocks below it. It is only the rain graphics, though, because endermen don't get hurt by it, like they typically do in rain.
