Cannot mine and collect coal or iron. Also cannot collect wheat or water melon or sugar cane

Can you break or place other blocks?
Are you on a server?
Are player permissions turned off?

Cannot break or collect any blocks. Not using a server

There are two worlds I created this is only effecting one . Really strange.

Most likely you have tile drops disabled and / or have insufficient permission level (visitor).
