Sinking in water sources very slow in 1.2.13. Even if sneak button is clicked while sinking. Even with respiration 3 helmet, you run out of air before reaching bottom of ocean depth. This does not match speed of descent in previous release.

Read the changelogs. This was a feature modified for Update Aquatic: Underwater descent speed slowed. This is, unfortunately, working as intended. The easiest way to get around this is by turning on experimental gameplay and swimming to the floor.
There is no reference to sinking in water changes in the most recent change log. In the experimental mode, you sink quickly when you sneak and swim when you sprint.

As noted in the change log, players should not play their regular world (it is automatically saved and renamed and cannot go back from experimental mode with that modified world).
I can confirm that I have the same problem here. sinking in water has become painfully slow but swimming up is so fast. Made my water lifts rubbish to use.
