However, this issue is Working as Intended.
This behavior is in parity with the Java edition. Banners work in a similar way as signs and can be attached to each other. Breaking the first banner or block where they are attached to, will cause any attached banners to break (update).
It is also intended that banners or signs can be attached to a barrier (block).

Did you use commands?This might not be a bug if you did. Maybe updating the banner will cause it to break.Did not see that it was a barrier. My bad. This is working as intended.
