However, this issue is a Duplicate of MCPE-36673.
The phantom behavior will be fixed in a upcoming update. Not in the current version.
As also stated on the change-log "(Please note that there is a bug currently where phantoms may not swoop down- we will be fixing this bug as soon as we can!)" and on the what's new section in game. (Settings > How to Play > What's New)
