When the phantoms spawn in my world all they do is fly around way up high and don't attack. They will always be above me but are passive. My settings are on normal and other mobs attack just not phantoms

This is a known bug. Hopefully. They mention this on the whats new screen:
"The phantoms seem to be a little bit sleepy right now so they might not swoop down on you (don't worry, we'll fix this bug soon)!"
