As the summary says Furnace doesn't smelt/cook unless I'm in the same chunk, i have tried cooking fish, steak, potatoes and smelting iron, gold, and clay. I have also tried changing the fuel source from coal to wood blocks, planks, and other random items like stairs. I put a stack of whatever i want to smelt/cook and then go anywhere outside of my home chunk. I can be gone for hours and come home to maybe 5-6 items done

Furnaces are located at 20, surface, 60. i can sit in my other village at 100, surface, 150 for x amount of time and furnace seems to only process 4-5 items which is about how long it takes me to run in and out of the reduced simulated distance.
So from what I understood. The furnaces are at x/z20 y60 and the player is at x/z100 y150. So if there is a furnace at the first set of coords and assuming you are using 4 chunks of simulation distance then it's understandable if they only smelt momentarily and stop since they are leaving and entering the edge of the player's simulation distance (which if I'm right about the coords and sim.distance, would be about 80 blocks away). Please correct me if I got something wrong here😅.
It seems to happen to me as well. i have to be right near the furness for it to cook.
side issue but nether wart is acting the same apart from the fact that i can be really close to it and it doesn't seem to grow or takes forever to grow.

From my calculations the player is ~7.52 chunks away (~120 Blocks) from the furnace. Without the specific simulation distance, we can only further conclude that the player is out of the simulation distance. And no block updates will happen outside this space.

Could you clarify what you mean by "outside of my home chunk" ? How far away were you from the furnaces?
In Bedrock Edition, the simulated distance( range where the game processes events such as crops growing, items smelting etc.) is within 4-8 chunk radius around the player( by default and may go higher depending on the capability of the device). Anything outside of those chunks are then saved into file or unprocessed which means if your furnaces are outside of that radius then they will stop smelting same with crops(which in their case won't grow).
