I'm running Minecraft 1.8.0 on a Pixel 3 XL running Android 9.
I've got an issue where not all of my packs show up in "eisnerguy's Packs" in the store and then some of those packs are acting up in the skin pack selection setting.
Android_packs_1.png & Android_packs_2.png show the packs that I've got on my device. But, there are 4 packs that show up as mine that don't show up in "eisnerguy's Packs" in the store.
Android_search_1.png & Android_search_2.png shows what I have to do to have the "MINECON 2016 Skin Pack" , the "Story Mode Skin Pack", the "Town Folk Skin Pack" or the "City Folk Skin Pack" show up for me. Minecon_2016_skin_pack.png, Town_Folk_Skin_Pack.png, City_Folk_Skin_Pack.png & Story_Mode_Skin_Pack.png show their info pages.
Neither of these 4 packs show up in "eisnerguy's Packs" in the store. These 4 packs also show "Owned (P)" verses the normal "Owned" with packs showing up in "eisnerguy's Packs".
Now, there are also problems selecting a skin. For example: if I have a skin in the "MINECON 2016 Skin Pack" selected, the entire skin pack will show up in the skin pack list. Minecon_2016_skin_pack_1.png shows this. If I equip any other skin, leave the skin list and go back, the "MINECON 2016 Skin Pack" vanishes (Minecon_2016_skin_pack_2.png).
The same exact thing happens with the "Town Folk Skin Pack" (TownFolk_skin_pack_1.png & TownFolk_skin_pack_2.png) & with the "Story Mode Skin Pack" (StoryMode_skin_pack_1.png & StoryMode_skin_pack_2.png), the "MINECON Earth 2017 Skin Pack" (Minecon_Earth_2017_skin_pack_1.png & Minecon_Earth_2017_skin_pack_2.png) & the "Legacy Skin Pack" (Legacy_skin_pack_1.png & Legacy_skin_pack_2.png)
If you try selecting the recent skin (either from the "MINECON 2016 Skin Pack", "Town Folk Skin Pack", "Story Mode Skin Pack" or the "MINECON Earth 2017 Skin Pack" and then press confirm, you get booted to the main screen without any change being made.
The "Legacy Skin Pack" shows up in my packs section but has the skin selection problems. The "City Folk Skin Pack" is the one pack (that I've mentioned) that doesn't have the skin selection issues. Any suggestions would be amazing.

It looks like the issues exist in both the Nintendo Switch version & Windows 10 version as well.

So, I've found that these issue exists on Minecraft for Windows 10 as well. Except for the fact that the Minecon 2016 Skin Pack doesn't show up at all. It probably exists on the Switch version as well. Will check.

Mojang, please look into this issue, I also have it. I have the Minecon 2016 skin pack and Minecraft Story Mode skin pack on my iPhone, in my account, but when I use the same account on my Nintendo Switch, the skin packs don’t appear as owned, or in “My Packs” tab.

This has happened to me as well and I'm still surprised it hasn't been resolved. Like today 1.13 came out for bedrock and I have my minecon 2016 packs on my phone and I was expecting it to be on my switch because it said that if I login with my account everything would be transferred. There are other packs that aren't showing up but I really only care about the 2016 minecon skins.
