Item frames cannot be placed on on top of or on the underside of blocks.
I assumed this was going to be introduced along with the 1.13 update of Java edition but either it has been ignored, forgotten or this is truly a bug in the bedrock version.
This therefore stifles creativity in decorating and limits ‘map rooms’ in the bedrock version.
