Flaming Arrows Won't Ignite Players/Mobs

I was testing in creative mode to see if there were flaming arrows added, and I am glad to find out that there were. So I tried shooting an arrow through a block of lava (that I placed) at a cow. The arrow hit the cow and damaged it, but it didn't set it on fire like on the PC version. I don't know if it did any extra damage, but it took two shots to kill it.
