Drowneds spawn in all types of oceans and rivers, however, according to the existence of underwater cave and ravine, it is unexpected for them spawning mostly everywhere underwater.
I can even see some drowneds spawn under my screen under the ocean if I have night vision effect.

I agree that they are unrestricted within natural rivers, lakes and oceans (even ponds) but I do not think they should spawn in ravines, at least I have not heard of this yet.

i don't beleive this is a glitch. they are expected to be spawning anywhere, not restricted to just undereater caves and ravines.
