After you make a firework star with like dye and glowstone when crafting into a rocket it turns into a normal small shaped firework all the effects disappear.

When crafting firework stars into rockets, using only one firework star with effects (mob head, fire charge, diamond, glowstone), the crafted rocket will not have any effects and will only keep the star color. If you use two firework stars, the crafted firework rocket will keep all its effects.

I can confirm this, any effect added on to the star is deleted and replaced with a small ball one with the same colour and this bug still affects 1.11.4

I can also confirm this. Exactly as has been said, firework stars lose all their effects when crafted into rockets. The Fourth of July celebration on our Realm was less vibrant than expected.
