The Skin picker Doesn't work, By It Doesn't work I mean the Confirm Button Doesn't Un-Disable (Video showing What happens), So I can Pick a Skin But I can't click Confirm, So I have To close then Open Minecraft To get The Skin To load, This also Happens In-game. So I cant Change Skin In-game Without Exiting and Re-opening Minecraft. If you can Fix It, Thanks.

We're actually already tracking this issue at MCPE-37926, so we will resolve and link this ticket as a duplicate.
If you would like to add a vote and any extra information to the main ticket it would be appreciated.
As a workaround, you can reload the world or relaunch the game to apply the different custom skin.

I found a Workaround without exiting Minecraft, I just choose The skin, then Load Into say Steve's Skin, then Re-pick the Custom Skin, and Then It change's
