I cannot craft armor stands due to the fact that smooth stone slabs are no longer craft-able for some reason? I believe this is because the dev team is implementing the stonecutter but as of now we cannot use it, nor can we craft armor stands.

Smooth stone slabs are craftable. You need to smelt regular stone in a furnace to get smooth stone and then you'll be able to craft smooth stone slabs.
