I have traveled to over a dozen swamp biomes and the lily pads no longer generate there. I have been using the coastal village seed in BOTH experimental game play and in regular play and the lily pad is just nowhere to be found naturally.

We're actually already tracking this issue at MCPE-42560, so we will resolve and link this ticket as a duplicate.
This appears to be fixed in beta release 1.11.0.4+.
