Well... logically should be able to hold anything that's not a "weapon", but at least something that has a use. According to the minecraft wiki anyway. Maybe this is a Java vs MCPE difference, but if it is intentional it is an unnecessary restriction.
dual wielding is completely different in bedrock. you can hold
Shields
Totems of undying
Arrows/Fireworks
Maps
so only things that you need to be holding with something else to be useful.
It would be very "useful" to hold shears in the off-hand and pumpkins in the main hand (or vice-versa) so that's not really a valid argument. I could then very rapidly carve pumpkins without having to switch inventory because if there's nothing placed then clicking would place the pumpkin and then click again to carve it. Then move (or have a piston circuit automatically break it) and repeat.
Or simply add a crafting recipe to create a Carved Pumpkin from an regular one.
Sadly the developers don't seem to agree.
But that's... not a bug then??
