Pumpkins require a block underneath them to be placed. This means that you cant place pumpkins over nothing like you can with every other block in the game (except the gravity affected blocks). This makes making a ceiling out of pumpkins extremely difficult.

And if it is indeed working as intended that begs the question of why is it intended to work that way?
