Sugarcane and cactus

This affects both Creative and Survival. When cactus grow in PC, if there is a block right next to the newgrown cactus, that block would get destroyed. And if water is taken away from sugarcane, it will be destroyed. But both don't work. This bug started in 0.7.0.
