[MCPE-45427] Having a disenchanted bow doesn't allow crafting of dispensers from recipe book

Title says most. Can still manually craft dispenser.

Does this still affect 1.14? I use the recipe book on Xbox to craft dispensers and it works for me. Note that currently per MCPE-55861 the bow does have to be undamaged.
