[MCPE-46150] Add support for Android TV Play Store

Please add support for Android TV in APK Android Manifest:

https://developer.android.com/training/tv/start/start.html

And opt-in to distribution in TV Play Store:

https://developer.android.com/distribute/best-practices/launch/distribute-tv

Side-loaded APK works fine so it's just a matter of publishing correctly.
