Thank you for your report!
However, this issue is Working as Intended.
The repeater is in the locked state. The repeater should display a bedrock like textured bar across the top.
More information about locking repeaters can be found on: https://minecraft.gamepedia.com/Redstone_Repeater#Signal_locking.
A redstone repeater can be "locked" by another powered redstone repeater facing its side. When locked, the repeater will not change its output (whether powered or unpowered), no matter what the input does. When the side repeater turns back off, the repeater will go back to its normal behavior.
A repeater can also be locked by a powered redstone comparator facing its side. This offers additional possibilities for locking signals because a comparator's output can be affected from 3 sides as well as by containers.
While a repeater is locked, the small movable redstone torch on top will change into a bedrock bar, indicating its locked status. This occurs when it is locked by a repeater, but not by a comparator unless it is in subtract mode.[Legacy Console Edition only]
Please keep in mind that not all differences between versions/platforms of Minecraft are bugs. If you need help or would like to make a suggestion please follow a link below.
