Confirmed for 1.11.4, Windows 10 Platform.

Partially fixed in 1.13. The Wither can still blow up the End gateway portal blocks but the tiles don't drop anymore. This means that someone can make a farm to purposefully trap and suffocate the wither in the bedrock after destroying it with a wither explosion.
