It was night time and mobs were supposed to spawn. But no mobs would spawn at all in certain areas. difficulty was set to hard and Mob spawning was set to on and it was also dark I the area. And no mobs would spawn at all in certain areas. See attachments below

Yeah, sometimes mobs are hard to find in Bedrock. I can usually find them with ease in small bodies of water and the Plains biome.
