Stuck in loading Resource pack

I have this issue very consistently on Xbox One with version 1.12 and 1.12.1 whenever I try to play on a realm the second time after I shut down the console.

Here's the exact sequence:

1. Start Minecraft, sign in if needed, and enter a Realm

2. Play for a bit, then do "save and quit"

3. Use controller to "turn off console"

4. Later when turn the console back on (really just waking it up, it is not a full power-off), launch Minecraft again (it is basically still running/idle)

5. Sometimes it will make me sign in, and when that happens it basically gets stuck when I press Play and I never get to the list of worlds at all, but if don't get asked to sign in can do next step.

6. Try to enter the Realm. It will nearly always get stuck on "Loading Resource Packs". The music will still play, but it never gets to the Realm

Now after I do "save and quit" I will always "quit" Minecraft from the Xbox menu before turning off the console. When doing this I have never have any issues with signing in, and after the longer initial loading of the game from scratch everything else seems faster.
