Issue with mining leaves with Silk Touch

Leaves mined with a tool with the Silk Touch enchantment will not stack correctly. Two stacks will be created and leaves will randomly stack in player inventory. The two stacks of leaves will not combine together like normal. Mining leaves with shears will drop the leaves normally and with no issues.
