When trying to import a custom .mcpack to use in one of my worlds I found that there was no "open in Minecraft" option and in files the .mcpack files show up as blank pages instead of pages with the Minecraft icon on them. I tried the same for a .mcworld template and the same thing happened.
This only happens on the iOS 13 public beta

(only works if you have a computer available)
Download the .mcpack
Change the file extension from .mcpack to .zip
Upload it to the iCloud Drive
If it’s a behaviour pack Copy the file to Minecraft > games > com.mojang > behavior_packs
If it’s a resource pack Copy the file to Minecraft > games > com.mojang > resource_packs
Check to see if the pack is valid
add to desired world
play world, eat cake, mine diamonds
