Cleared two nether fortress of wither skeletons and since then no wither skeletons have spawned since then

Go near the Nether Fortress, put on Pacific, then change to the difficult you usually play. This is the best way to get the Wither Skeletons back. Bedrock have problems with Mob Spawning/Despawning, Spawn few Mobs in an area, but rarely Despawn them. The ones on unloaded Chunks counts for general spawning, and that's why you don't have any more Wither Skeletons there. Putting on Pacific will clear the hostile Mobs of the area (you can walk a few minutes on the Nether on Pacific to clear more areas). And be sure to not put torches inside the Fortress, otherwise this lows the Spawning Rate for Wither Skeletons.
