Enchanted Books has nothing of but feather falling

When getting Enchanted Books from the table or fishing. The most common Enchantment seems to be Blast protection and Feather Falling. Is this a Bug or RNG?

MCPE-41944 [Fixed in 1.13] Every book with three spells has Feather Falling IV on it; every book with four spells has Feather Falling IV and Blast Protection IV on it. Resolved
