[MCPE-5224] Buckets no longer pick up water or lava in Creative

What I expected to happen...
Is the bucket would pick up liquids with a tap
What happened was ...
The bucket simply highlighted the source block without picking it up

Now buckets can destroy water blocks but do not fill in creative, use the Water or Lava Bucket item to place water and lava!

So buckets will get the water/lava block with a tap as they should?

They will destroy the water/lava block but the bucket will remain empty.
