Go to character creator
On one slot, any slot(2nd) set a custom skin
Then on other slot(4th) set second custom skin
Second skin will load on both slots
So that means you can't have 2 diffrent custom skins in your character creator at same time.

The game will let you create multiple characters from an imported custom skin file, and it will let you change the custom skin file you've imported at any time, but you can't use this to have characters with different skins based on different custom skin files. Instead, whichever custom skin file you imported last replaces the skins of all characters based on an imported file. The only way to have multiple custom skins is to create a personal skin pack.

That one is duplicate

It's not a duplicate, but it is caused by the same limitation in the game.
The limitation is that the game only remembers the last custom skin you imported. This was always true, the difference is that now we have 5 slots for profile characters so we assume that means we can load 5 custom skins into them. But we can't, because Mojang didn't change the logic to enable that.
We don't know at this point whether this limitation is intentional or a bug. I have confirmed this issue so we can pass it on to the developers, but they may reply that there was never any intention to enable multiple custom skin files to be imported. So we'll have to wait and see what they say.

Reiterating what I said at the end of the description above, is is possible to have multiple custom skins, but only by putting them in a custom skin pack.

@unknown So can you confirm; this is not a bug, but a feature of Minecraft Bedrock: you can't have more than one .png image skin at a time?
This issue is caused by the game saving an imported skin image to a file named custom.png. In previous releases, where the player only ever had one skin at a time, this worked fine, but now that the player's profile allows up to 5 characters, any or all of which can use an imported skin file, the use of the custom.png copy cannot work.
This same underlying issue causes MCPE-54848, which reports that choosing the geometry for an imported skin isn't handled correctly when a prior character is using an imported skin. I would expect a fix for this problem to solve that one as well, but I can't be sure of that so I'm leaving them as separate but related issues.
