Graphical glitch with clouds

When you look very closely at the clouds (via flying in Creative mode or standing on a high place) you can see that the clouds look staticy.

Steps to Reproduce:
1. In Creative mode, fly up to the clouds
2. Look at the edges of the clouds
3. They will look staticy
