Sea grass growing on ice and water source here's an image
And if I jump in it it’s like water
to do it you need first to use the same layout then put a water source(bucket of water)
and use the colored coral plants thingies

ive had these similar issues and theres this glitch that lets you put seagrass out of water. i cant explain it, but you have to be quick to do it.
