both were updated to 1.13
Now:
Windows 10 can connect to Xbox One S via LAN
But Xbox One S Cannot connect to Windows 10 via LAN
The friends tab shows (1) friend, but no games even show up on the list to connect to.

Having the same problem.Β But if you xbox live gold I can get the xbox to see LAN games so it seem to be a bug with gold settings.

Experiencing this same issue in 1.14.1. Clients on Windows 10 and Android have no problem connecting to each other, or with a dedicated server instance, but the Xbox One can't see any of them on the same network.
The user account playing on Xbox One does not have an active Xbox Live Gold subscription (nor do any of the other accounts on the Xbox). While this could be something to try as part of the troubleshooting process, a Gold subscription should not be required to play LAN games.Β Especially if none of the other platforms have this requirement.
Have voted for this issue to increase visibility and posted full details of my experience in MCPE-60667.

Behaviour described in this issue continues to exist in 1.14.30.

Same here with Android and iOS versions. Mobile versions are able to connect to a Xbox game but not the other way roundΒ (since 1.13. until now).
