[MCPE-5868] Stair rendering

Put the summary of the bug you're having here

What I expected to happen was...:
I walk away to admire my house and the roof made of stair blocks would be solid

What actually happened was...:
The stair blocks flickered as I moved and in some places I could see through them

Steps to Reproduce:
1. Place multiple stair blocks next to each other
2. Walk away from the stair blocks while watching them
3. At a moderately far distance the stairs will flicker and parts will disappear.

Can you post a screenshot of the issue? This would better help the developers fix the issue.

Here you can see the logs right through the stair blocks and the stairs are jagged where they should be smooth.

I think I am having the same issue with the latest snapshot. I placed a staircase in my mine and it has disappeared. I cannot climb up them or see them. I have to jump up the stairs as if they are not there. I have a screenshot but I don't think I can post it in a comment.
