I can no longer craft a dispenser using a worn bow. I can craft one with a new bow.

This is working as intended. The recipe always required a new undamaged bow in the original crafting recipe. This change you are describing reflects a BUG FIX.
You now can no longer use a damaged bow or an enchanted bow to craft a dispenser. This is correct and NOT a bug.
