In bedrock edition, I have only ever encountered a pillager and a vindicator captain, also sometimes both riding a Ravager, however, I have never spotted or cannot summon an evoker captain. On Java, I have noticed them, both walking around and on ravagers

The reason why evokers can't spawn as captains is because there are no raid captains spawning in a raid if you have noticed. They also don't have any behavior of picking up banners. This might have been intentional done on purpose as the raids on Bedrock aren't fully finished.
