i've built a kelp farm with a bonemeal dispenser near it and it wont grow/consume the bonemeal in the dispenser. I have also tried manually applying bonemeal but the growth seems to be inconsistent, some are growing some are not(water in the farm have been tested to be all source block) also tried to grow natural generated kelps but bonemeal are also inconsistent with the result. tested on minecraft 1.14.1
