Nether Portals built outside the detection range of existing overworld portals do not generate a new nether portal within the Nether dimension after a singular nether dimension portal has been created once. All new portals created in the overworld link to that singular portal until a portal is manually created by a player at the appropriate location to link, and not to a portal at their respective 1/8th distance x,z location.
The reverse is also true - manually made Portals in the nether do not generate new portals in the Overworld if the portals are outside the expected radius for existing portals.

I can make new portals to provide examples, but functionally its wherever the first portal is built in the overworld and generated in the nether. No matter.
The only way I can get the portal generation to work is by unloading the chunks by tping/traveling.
(added image that shows the portal list from the game files as of 12/25) I had to make all of them by hand in order for them to link, All new portals are defaulting to 1579,226 and it's matching nether location.

Ive been having this issue for months, I gave them pictures already of the same problem, even after the hotfixes and Im still having the same problem

Solution: if you create overworld portal at about 1,64,1 and move nether side to 8, 64, 8, then create other portals at like, 3, 64, 3, and 24, 64, 24.
Basically, link your portals and see if that helps.
I think that it is a problem with the new portal generation not thinking that it is the right thing to do. it just sends you to the closest portal. It may have been broken this update (portals are buggy like never before, excluding the eat food and travel x8 in portals bug)

We're tracking this issue as MCPE-39609 which has been resolved as "Working as Intended", this ticket is being resolved and linked as a duplicate.
There are some intricacies to portal linking that can sometimes be misinterpreted as a bug. The mod team here as well as Mojang have done significant testing based on the reports that have been made and are unable to reproduce unexpected behaviour.
