Water against stone stairs glitches

When putting stone stairs as the top layer of blocks (level with water) around water it graphically glitches and when u go under the water it takes like 45 seconds to to straight up the stagnant water because of the extremely tiny current in the water against the stairs.

I thought that the water would stay stagnant and not create an extremely tiny current against the stairs.

Steps to Reproduce:
1. Find a 5x5 flat piece of land
2. Dig down 3 blocks deep in the 5x5 space
3. Now find the next ring on blocks around the 5x5 that you dug into
4. Dig down 1 block around the 5x5 and put stone stairs in every spot
5. Make sure the back end of stairs points inwards of the 5x5 hole
6. Add stagnant water in the 5x5 area with the stairs one block around the area.
