Pillagers shot arrows without crossbows

To Reproduce:

1. Summon a pillager.

2. Removed crossbow on pillager's hand.

/replaceitem entity @e[type =pillager] slot.weapon.mainhand 1 air

1. Summon a villager.
   ❌  ←They still shot arrows but without crossbows.
