Can't pass Y=31 in Minecart

When you are in a mine cart going up you can never go through y of 31 but if you get out and go above y31 you can continue riding

*What I expected to happen was to keep on riding up

*What actually happened it was like hitting a brick wall and then I went back down

Steps to Reproduce:
1. Build mine cart rails going up through y=31
2. Ride cart up
3. You'll end up going back down
