Based on the 1.11.0.1 Beta changelog (Which can be seen here), ravagers can be ridden by pillagers and vindicators (and evokers even if not mentioned).
However there were no vindicators spawning on top of any ravager in a raid, making them unused. They can only be spawned via commands such as this:
Command:
/summon ravager ~ ~ ~ minecraft:spawn_with_vindicator_riderHow to reproduce
Cause a raid
Defeat the raid
→ ❌ You'll notice that in late waves, no vindicator riders spawn on top of their ravagers.

Etanarvaza Taseet in the java edition of the game, raids are much more difficult as there is a higher amount of Illagers that spawn with the raid. Vindicator's don't spawn riding on a ravager on bedrock so this is a parity issue?
Vindicator riders on ravagers are currently broken because when you spawn by commands, it creates a broken ravager and no vindicator rider spawned, same with evoker
I have a bad habbit of starting raids. This bug is annoying and makes raid levels harder than what they're supposed to be.
