Empty maps become stuck in the hotbar when one is opened

Summary:
When you have multiple empty maps in your hotbar and you open one, the rest of the empty maps become stuck in your hotbar. It's possible to fix it by dropping the map while you're not in the inventory, but opening another map will make them stuck again.  The same issue occurs with empty locator maps.

Steps to Reproduce:

1. Place a stack of empty maps in your hotbar.

2. Open one empty map.

3. Try to move the empty maps.

Observed Results:
The empty maps are unable to be moved.

Expected Results:
The empty maps should be able to be moved.
