Loading bar doesn’t appear and it won’t load worlds now. It’s stuck on “loading resources”.

I am not on the beta and this is still an issue for me please can someone from the Mojang realms team fix this as it seems this has been an ongoing issue for 1-2 years now.
I have also experienced this bug in the 1.14.60 hotfix. It does not appear to effect my single player worlds however if I try to access a realm it stays on 'loading resources' for a while. After this, I either receive the 'unable to connect to world' message, or am able to join the world but cannot interact with items like chests, as when I click on them, it can take minutes to actually bring up the GUI. I also think it fails to track my player location properly as more than once, I have been killed by a mob that I can't see and can't run away from. I have no idea what triggers this bug, as yesterday I was able to leave and join without any trouble, however today it has started again. I have reinstalled Minecraft (windows 10) and taken all resource packs off but nothing seems to work.
The problem appears to be reduced both in frequency and duration after enabling "Local Network" for Minecraft under "Privacy" in the "Settings" app.
Something that may help with getting into a world that gets stuck, is reducing render distance.
I tried the test world provided here on my iPhone with 16 chunks render (max for the device) in 1.17.11 and it opened after a few seconds waiting on “loading resources”. My guess as to what makes that world a bit harder to load is that there are a large number of bubble columns from a ocean ravine, and a large amount of kelp, near the relog spot.
Can anyone provide a copy of a world that hangs for a longer time at “loading resources” in the current version?
For the record, I haven't ever had the problem with 1.17.10, but I also have a new iPad (iPad Pro 11", M1, 8GB) so that might have made a/the difference, too.
