I'm using a world which was created in PS4 console edition but has since been converted to Bedrock. The conversion was done in December 19.
Since converting to Bedrock, boats no longer pick up villagers. Villagers walk over boats like a normal block if it is placed next to them. If I ride the boat into them, they are not picked up.

We're actually already tracking this issue at MCPE-58543, so I resolved and linked this ticket as a duplicate.
