Hostile mobs are not despawning again.
I have encountered dozens of drowned in small areas several times since the newest hotfix. I attached an image of the most recent, but not the biggest encounter. This one only has maybe 10? Yesterday I killed 18 from one small river section and last week I lost count at 20 on a beach area.
