The enchantments Mending, Aqua Affinity, Curse of Binding, Flame, Infinity, Multishot, and Silk Touch only have one possible enchant level but display a roman numeral "I" which incorrectly indicates that they can be leveled up.

On java edition it doesn’t show the level on these enchantments, however this doesn’t make this valid, since it is a parity issue that was introduced in java 1.9 (combat update) and parity issues need to be introduced in the buzzy bees update or later to be accepted on the bug tracker. https://www.reddit.com/r/Mojira/comments/g9rjfh/from_now_on_well_accept_bug_reports_about_certain/
This isn’t a bug, it just hasn’t been added to bedrock. This was also in java until 1.14.
