Affects Android and Windows 10.
The wither is supposed to regenerate 1 health point every second, but it does not.
How to reproduce:
Spawn a wither.
Damage it a little bit.
See that over time it does not regenerate.

We're actually already tracking this issue in MCPE-17109, so I've resolved and linked this ticket as a duplicate.
